Williams Supervisor ofR ecords September 17, 2014 SPR14/317 Mr. Jamie Hoag, Esq. Deputy Chief Legal Counsel Office of the Governor's Legal Counsel State House, Room 271 Boston, MA 0213 3 Dear Attorney Hoag: I have the petition of Colman M. Herman appealing the response of the Office of the Governor's Legal Counsel to his request for public records. G. L. c. 66 § 10(b); see also 950 C.M.R. 32.08(2). Specifically, in an email dated March 31, 2014 Mr. Herman requested from the Office of the Governor's Legal Counsel copies of "documents detailing the expenses that Governor Patrick incurred in his recent trade mission to Panama City and Mexico City. This includes, but is not limited to, expense reports and credit card statements." The Governor completed this trade mission in March 2014. See www.mass.gov/governor/pressoffice/ pressreleases/20 14/031 0-governor-patrick- announces-panama-mexico-trade-mission.html, accessed September 16, 2014. A review of the file indicates that the records were not immediately available to your office. You recently informed this office that you obtained copies of the responsive records, and your office provided copies to Mr. Herman with a letter dated September 5, 2014. Subsequent to his original request, Mr. Herman also requested expense records for other persons traveling with the Governor on this trade mission. In your September 5th letter you directed Mr. Herman to contact the Massachusetts Office of International Trade and Investment (MOITI) for "back-up receipts." Mr. Herman's request to MOITI is the subject of a second administrative appeal and will be addressed separately.
