Staff Counsel Massachusetts State Police 4 70 Worcester Road Framingham, MA 01702 Dear Attorney Zawada: I have received the petition of Michael Dreslinski appealing the response of the Department of State Police (Department) to his request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Mr. Dreslinski requested four categories of records related to specific incidents. In a May 20, 2015 response, the Department determined that it held no records responsive to the first three requests. With respect to the fourth, the Department denied the request in full, stating the record, consisting of an Officer Safety Bulletin, also known as a BOLO, was exempt in its entirety. This response was clarified in a second letter from you to Mr. Dreslinski dated September 2, 2015. G. L. c. 4, § 7 (26) (a), (n); G. L c. 6, § 172. In your September 2 response you explained that the BOLO and portions of the associated Daily Administrative Log could not be redacted, as the identities of persons in the documents are known to Mr. Dreslinski. The Department did provide a redacted portion of the Administrative Log to Mr. Dreslinski. In your September 2 letter you explained that the withheld portions of records contain information that "identifies criminal defendants and/or suspects, their vehicles, suspected criminal activities and/or suspicious activities, and criminal charges." You further explained that "[t]his material is criminal offender record information, or CORI, which is exempt in its entirety from public disclosure." You further indicated that certain information was redacted as "investigative information compiled out of the public view to promote public safety as well as officer safety." G.
