Williams Supervisor ofR ecords December 16, 2015 SPRlS/748 Ms. Deborah Egan Town Administrator Town of Rowley 139 Main Street Rowley, MA 01969 Dear Ms. Egan: I have received the petition of William Moschella, Esq. appealing the response of Town ofRowley (Town) to his request for public records. G. L. c. 66 § 10(b); see also 950 C.M.R. 32.08(2). Specifically, Mr. Moschella requested an oppotiunity to inspect or obtain copies of certain Town by-laws and instructions, rules and regulations regarding the Town's Board of Selectmen supervision of the Town's Water Department. In response the Town indicated it would need to review records dating back to a special act creating the Water Department in 1946. The Town provided a fee estimate. 950 C.M.R. 32.06(2). I find the Town has responded to Mr. Moschella's request for records in a manner consistent with the Public Records Law and its Access Regulations. If Mr. Moschella believes the response is beyond the range of requested records he is encouraged to contact the Town and make a new request for records.
