Box 275 Rowley, MA 01969 Dear Ms. Eagan: I have received the petition of William Moschella appealing the response of the Town of Rowley (Town) to his request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Mr. Moschella requested a copy of the Town Administrator job description, copies of the Town Administrator's membership with the International City/County Management Association and a listing of any and all departments that the Town Administrator directly supervises under the jurisdiction of the Board of Selectmen. In your September 15,2015 response to Mr. Moschella you provided a copy of the job description and informed Mr. Moschella that the Town does not possess any documents regarding the membership. In addition, you informed Mr. Moschella that the Town does not maintain a list of any and all departments that the Town Administrator directly supervises under the jurisdiction of the Board of Selectmen. Mr. Moschella appealed to this office stating that your response regarding the list was incomplete. In a conversation with a member of my staff, you notified this office that you provided Mr. Moschella with a copy of your job description and that no other responsive records exist.
