Sunderland, Esq. appealing the response of Town of Andover (Town) to his request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Attorney Sunderland requested a copy of all tax payment, late tax payments and municipal liens on a specifically named real property in the Town. Attorney Sunderland was provided with all records as of October 8, 2015. Initially, the Town provided only the tax payments including any late tax payments received by the Town. Attorney Sunderland previously appealed the Town's lack ofresponse concerning the municipal liens. See SPR15/693 Supervisor ofRecords Determination (October 16, 2015). Prior to opening this appeal, the Town provided Attorney Sunderland with the responsive municipal lien certificates. On December 11, to enswe that the Town responds in a thorough manner going forward, an attorney on my staff telephoned your office, however was unable to connect with you to discuss the Public Records Law and how to respond to public records requests.
