The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Shawn A. Williams Supervisor ofR ecords January 4, 2016 SPRlS/928 Mr. Dennis Helmus Director of Human Resources Town of Greenfield 14 Court Square Greenfield, MA 013 0 1 Dear Mr. Helmus: I have received the petition of Douglas E. Wight appealing the response of the Town of Greenfield (Town) to his October 21, 2015 request for public records. G. L. c. 66 § 10(b); see also 950 C.M.R. 32.08(2). Specifically, Mr. Wight requested a copy of an "internal investigation report" regarding the Town's former Director of Economic Development. In an October 22, 2015 written response you explained that "there are no documents responsive" to Mr. Wight's request. Your letter also referenced the privacy exemption to the Public Records Law. G. L. c. 4, § 7 (26) (c). In a December 29, 2015 telephone conversation with me you confirmed that no records exist that are responsive to Mr. Wight's request. As such I decline to opine upon the Town's reference to the privacy exemption to the Public Records Law. Whereas there are no records responsive to Mr. Wight's request I will consider this administrative appeal closed. To assist the Town in responding to requests for public records I will enclose with the Town's copy of this letter our publication, A Guide to the Massachusetts Public Records Law. My office is available to conduct training in the area of the Public Records Law. The Town is encouraged to contact this office directly for further information if it is interested in such training. cc: Mr. Douglas E.
