Williams Supervisor ofR ecords June 22, 2016 SPR16/397; SPR16/407; SPR16/408; SPR16/413; SPR16/414; SPR16/425; SPR16/421; SPR16/422 Ms. Cynthia Martins 81 Main Street Swansea, MA 02777 Dear Ms. Martins: I have received the petitions of Patrick Higgins appealing the response of the Town of Swansea (Town) to several requests for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Mr. Higgins made eight (8) separate requests for records. It is my understanding that you have been assigned by the Town to respond to coordinate responses to Mr. Higgins' requests for public records. His requests include the following; Mr. Higgins informed this office that he has not yet received a response to these requests: 1. On May 5, 2016, copies of Swansea Police Department related to handicapped parking tickets issued at the Swansea Post Office for calendar years 2015 and 2016 (SPR16/397); 2. On May 25,2016, copies of records regarding Recreation Commission meetings (SPR16/407); 3. On May 28, 2016, copies of Swansea Beach Committee meeting agendas and minutes for specified years; and to review Executive Session agendas from January 1, 2013 to the present (SPR16/408); 4. On May 28, 2016, copies of Waterfront Revitalization Committee meeting agendas and minutes for specified years; and to review Executive Session agendas from January 1, 2013 to the present (SPR16/413); 5. On May 28,2016, copies of Swansea Advisory and Finance meeting agendas and minutes for specified years; and to review Executive Session agendas from January 1, 2013 to the present (SPR16/414); 6. On May 28, 2016, copies of Swansea Park Commission meeting agendas and minutes for specified years; and to review Executive Session agendas from January 1, 2013 to the present (SPR16/425); 7. On June 1, 2016 copies of policy and procedure manuals used by the Swansea Recreation Commission (SPR16/421); and 8. On June 1, 2016 copies of time cards or time sheets for every paid employee of the Swansea Recreation Commission from April23012 to the present (SPR16/422). In a June 22, 2016 telephone conversation, Town Manager John McAuliffe informed me that the Town is in the process of responding to each request, and may have already responded to several of the requests.
