G. L. c. 66 § 10(b); see also 950 C.M.R. 32.08(2). Specifically, on June 20, 2016, Mr. Kath requested a copy of the all-electronic tolling contract between the Department and a consulting firm. As of the date of his appeal Mr. Kath had not received a responsive record. Subsequent to the opening of this appeal, in a voicemail message received by my office on July 19, 2016 you explained that a record responsive to Mr. Kath's request would be provided by end of day.
