Younger Town Administrator Town of Swampscott 22 Monument A venue Swampscott, MA 01907 Dear Mr. Younger: I have received the petition of Glenn Kessler appealing the response ofthe Town of Swampscott (Town) to his May 9, 2016 request for public records. G. L. c. 66 § 10(b); see also 950 C.M.R. 32.08(2). Specifically, Mr. Kessler requested copies of three categories of records. The Town provided records and Mr. Kessler appealed, stating he had not received all responsive records. In a July 19, 2016 telephone conversation you explained that records responsive to his Request 1 and Request 2 were provided and no other records exist with respect to those two requests. With respect to Request 3, seeking copies of certain grant applications and agreements, you indicated you are working with the Town's Harbor Advisory Committee to determine whether any records exist. Whereas records responsive to two of the three requests have been provided I will consider this administrative appeal closed with the proviso that the Town determine whether any records exist responsive to Request 3. The Town must then provide any responsive records to Mr. Kessler in a manner consistent with the Public Records Law and its Access Regulations. i;f~~ Shawn A.
