Souris, Esq., on behalf of his client the New England Regional Council of Carpenters, appealing the response of the Executive Office of Housing and Community Development (DHCD) to a request for public records. G. L. c. 66, § 10(b); see also 950 C.M.R. 32.08(2). Specifically, Mr. Souris requested a copy of all pre applications submitted by developers seeking a specific form of federal tax credit in 2016 that DHCD administers for proposed low income housing projects. After this appeal was opened, you sent an August 9, 2016 email to notify this office that the DHCD is scheduled to make a final decision within the following week, and will provide Attorney Souris with the records at that time. Accordingly, I will consider this appeal closed with the proviso that the records be provided to Mr. Souris during the time indicated by your correspondence.
