Crispo City Clerk City of Quincy 1305 Hancock Street, 2nd FL Quincy, MA 02169 Dear Ms. Crispo: I have received the petition of Richard C. Lynds, Esq. appealing the nomesponse of the City of Quincy- City Clerk Office (City) to a June 14, 2016 request for public records. G. L. c. 66 § 10(b); see also 950 C.M.R. 32.08(2). Specifically, Attorney Lynds requested four categories of records. Having received no written response, Attorney Lynds petitioned this office. Under the Public Records Law and the Access Regulations all requests for public records must be met with a response within ten (1 0) days of the request. G. L. c. 66, § 1O (b ); 950 C.M.R. 32.05. The response may be an offer to provide records, a fee estimate for provision of the records, or a denial. All records custodians must comply with both the Public Records Law and the Regulations with respect to the timeliness of response. Subsequent to the intervention by a member of my staff, you stated in a September 12, 2016 email that you "followed up with Attorney Lynds on June 23, 2016." It is not clear from this email whether a full written response was provided with respect to the four categories of records requested. Accordingly, I will consider this appeal closed with the proviso that the City review Attorney Lynds' June 14 request and provide a complete written response, prepared in a manner consistent with the Public Record Law, its Access Regulations and this order. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us.
