Randall, Esq. Massachusetts Department of Revenue Litigation Bureau ih 100 Cambridge Street, Floor Boston, MA 02114 Dear Attorney Randall: I have received the petition of Kenneth J. Mandile appealing the response of the Department of Revenue (Department) to a request for public records. G. L. c. 66 § lO(b); see also 950 C.M.R. 32.08(2). Specifically, in a May 21, 2016 request Mr. Mandile sought copies of records associated with a "B-1 Free Cash Certification and Appropriation form for the Town of Webster Fiscal Year 2015." The Department provided records, but Mr. Mandile was not satisfied and petitioned this office. Subsequent to the intervention of a member of my staff you informed this office that you responded to Mr. Mandile on June 23, 2016 acknowledging receipt of his request, providing supplemental responses on July 22 and September 7, 2016. In the September 7 response you provided "a compact disk containing 49 items that include all of the communications" responsive to Mr. Mandile's request.
