The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Shawn A Williams Supervisor of Records October 18, 2016 SPR16/805; SPR16/806 Department of State Police Office of the Chief Legal Counsel 470 Worcester Road Framingham, MA 01702 Dear Legal Department: I have received the petition of John D. Rousseau, Jr. appealing the response of the Department of State Police (Department) to a request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, by letter dated July 15, 2016 Mr. Rousseau requested copies of all records the Department maintains under his name, specifically "only those records which the State Police claim to fall within any statutory exemption to the Public Records Law and is withholding entirely". (SPR16/805). By letter dated July 15, 2016 Mr. Rousseau requested, "all Mass. State Police Detective Unit-Worcester County Division records that are kept under my name". (SPR16/806). It is my understanding on or about October 17, 2016, a member of my staff provided the Department with copies of the files related to each of these appeals. Accordingly, I will consider both appeals closed with the proviso that the Department issues a written response to Mr. Rousseau's requests, prepared in a manner consistent with this order, the Public Records Law and its Regulations. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. I wish to thank you for your cooperation in this matter. cc: Mr. John D.
