G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Ms. Russell requested executive session minutes for the Office from 2010 to 2015. Having received no response, Ms. Russell petitioned this office. Subsequent to the intervention by a member of my staff, this office was notified that a response was provided, dated October 7, 2016 in which you explain that you will be charging a fee for this request. You explained to a member of my staff that you have not heard from Ms. Russell regarding her request, and are waiting to hear from her whether or not she will be paying the fee before beginning work on her request. Whereas this matter was opened based upon the Office's failure to provide a written response, I will now consider this administrative appeal closed. Ms. Russell may appeal the substantive nature of the Office's response within ninety (90) days.
