The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Shawn A. Williams Supervisor ofR ecords November 10,2016 SPR16/991 Laura Weierman Legal Counsel Parole Board 12 Mercer Road Natick, MA 01760 Dear Attorney Weierman: I have received the petition of AnnMarie Kurgan appealing the response of the Parole Board (Board) to a request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Ms. Kurgan sought information related to a specific parole matter in which a formerly incarcerated person is specifically identified. In your responses you explain that any responsive information would consist of Criminal Offender Records Information (CORI). See 120 C.M.R. 500.06; 120 C.M.R. 500.10. A person is entitled to his or her own CORI, but not the CORI of another person. Ms. Kurgan appealed. In a November 10,2016 telephone conversation you reiterated that CORI regarding other persons would be redacted from any records provided to a parolee. The personal status of a person in the matter in question does not afford any greater right of access to the requested information than other persons in the general public. The Public Records Law does not distinguish between requesters. I find the Board's response was made in compliance with applicable law. A person seeking more information regarding CORI is encouraged to contact the Department of Criminal Justice Information Services.
