I am unable to assist Mr. Kaepplein at this time as he failed to provide a copy of the Department's response to his request as required by the Public Records Access Regulations. See 950 C.M.R. 32.08(2). It appears that the Department had regular written correspondence with Mr. Kaepplein regarding his request.
