Dougan Executive Officer Quincy Police Department City of Quincy 1 Sea Street Quincy, MA 02169 Dear Captain Dougan: I have received the petition of Emmett Muldoon appealing the response of City of Quincy -Police Department (Department) to a request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Mr. Muldoon requested "copies of any/all audits of the Evidence Locker Room from April of 1995 to the present." Mr. Muldoon also requested copies of any Department policy "related to the storage of evidence within the Evidence Storage Room." In your response, you provided a copy of the procedures for the handling of material designated for the Evidence Locker Room. You further explained the Department has "no documents responsive" to Mr. Muldoon's request for audit records regarding the Evidence Locker Room. Mr. Muldoon appealed. Subsequent to the intervention by a member of my staff, you confirmed during a telephone conversation on November 29, 2016 that the Department has no records responsive to Mr. Muldoon's remaining request.
