The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Shawn A Williams Supervisor ofR ecords December 9, 2016 SPR16/1141 Chief James Spinney Chelmsford Police Department 2 Olde North Road Chelmsford, MA 01824 Dear Chief Spinney: I have received the petition of Rafael Torres appealing the response of Town of Chelmsford - Police Department (Department) to a request for public records. G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, Mr. Torres requested "all police reports, incident reports, witness statements, and any Miranda Waiver forms that were alleged to have been signed" relating to a case in 2004- 2005. Subsequent to intervention by a member of my staff, I learned that the Department had mailed out all documents pertaining to Mr. Torres' request on December 8, 2016. Accordingly, I will now consider this administrative appeal closed. Mr. Torres may appeal the substantive nature of the Department's response with ninety (90) days.
