Murray Supervisor of Records January 30, 2017 SPR17/129; SPR17/131 Patrick Higgins Dear Mr. Higgins: This office has received your January 28, 2017 emails appealing the lack of compliance of the Town of Swansea (Town) to two (2) separate records requests. After reviewing this information I find that I am unable to accept your appeal. The Public Records Access Regulations, which govern the procedural aspects of all appeals, provide records custodians with ten (10) business days in which a response to a public records request must be provided. See 950 C.M.R. 32.06 (2) (b); G.L. c. 66, § 10(b). The 10- day time frame in which a custodian must respond has not yet elapsed. If after 10 -business days have passed and the Town denies your request or fails to respond, you may appeal to this office. At that time this office will review the matter. Sincerely, ~~ Rebecca S.
