Negron Dear Mr. Negron: I have received your petition appealing the response of the Massachusetts Department of Correction (DOC) to a request for public records. G. L. c. 66 § 1O A; see also 950 C.M.R. 32.08(1). Specifically, you are appealing the substantive nature of the DOC's letter of response, dated January 24, 2016. Please be advised that your letter of appeal to this office was missing crucial parts. G.L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(1 )(g). Please be advised that a request for an appeal to the Supervisor of Records shall include a complete copy of the letter by which the request was made, including in the case of electronic communications all header information indicating time, date, subject, sender and recipient email addresses; and a complete copy of all written responses associated with requests subject to the petition for appeal, including in the case of electronic communications all header information indicating time, date, subject, [a nd] sender and recipient email addresses. Please note that you did not include the full response issued by the DOC, dated January 24, 2016, but rather only the first page. See id. Seeing that a complete copy of all the written responses associated with this request was not provided, I am unable to assist you in this matter.
