G. L. c. 66 § 1O (b ); see also 950 C.M.R. 32.08(2). Specifically, on May 26, 2016, Mr. Stoute requested several categories of records, but is primarily focused on the two sets he claimed were denied: a video recording of Chelsea City Hall on a specified date and timespan, as well as a list of federal grants between 2014- 2016. Petitions for appeal of a failure to respond within the timeliness requirements of 950 CMR 32.00 must be made within 90 calendar days of the request. 32.08(l)(e).
