Gaffey Director and City Planner Office of Planning and Community Development City of Melrose 562 Main Street Melrose, MA 02176 Dear Ms. Gaffey: I have received the petition of Gerry Mroz appealing the response of the City of Melrose Office of Planning and Community Development (Office) to a request for public records. G. L. c. 66 § lOA; see also 950 C.M.R. 32.08(1). Specifically, Mr. Mroz requested a copy of the draft master plan in relation to the Advisory Committee meeting being held on a specifically identified date. Having been denied access to these documents, Mr. Mroz petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that a representative from the Office intends to provide Mr. Mroz with the requested record. The representative noted that the Office was not withholding the records for purposes of concealing facts or documents, but wished to make edits and formalize the document before releasing it to the public. I will consider this administrative appeal closed with the proviso that the Office provide said response within ten (10) business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Mroz may appeal the substantive nature of the Office's response within ninety (90) days.
