The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor ofR ecords June 6, 2017 SPR17/761 Hope Button Contract Compliance Analyst Office of Procurement City of Springfield 36 Court Street, Room 307 Springfield, MA 01103 Dear Ms. Button: I have received the petition of Charlie Payne of the New England Regional Council of Carpenters appealing the response of the City of Springfield - Office of Procurement (Office) to a request for public records. G. L. c. 66 § lOA; see also 950 C.M.R. 32.08(1). Specifically, Mr. Payne requested records relating to a project at a specifically identified address, copies of correspondence relating to the project, and payroll for certain portions of the project. Unsatisfied with the response he received from the Office, Mr. Payne petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that a representative from the Office intends on providing Mr. Payne with a supplemental response in an effort to address Mr. Payne's latest concerns. Accordingly, I will now consider this administrative appeal closed with the proviso that the Office provide said response within ten business days. It is preferable to send an electronic copy of this response to this office at pre(a),sec.state.ma.us. Mr. Payne may appeal the substantive nature of the Office's response within ninety days. See C.M.R. 32.08(1 ). ~~ Rebecca S.
