The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records June28, 2017 SPR17/871 Timothy Reynolds Chairman, Advisory & Finance Committee Swansea Town Hall 81 Main Street Swansea, MA 02777 Dear Mr. Reynolds: I have received the petition of Patrick Higgins appealing the response of the Swansea Advisory & Finance Committee (Committee) to his request for public records. G. L. c. 66 § 1O A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Higgins requested "the budget book and the detailed breakdown of the Recreation Commission budget." Unsatisfied with the Committee's response to his initial request, Mr. Higgins petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that a representative from the Committee, in conjunction with the Town Clerk, intend on providing Mr. Higgins with a response to his request. Accordingly, I will consider this administrative appeal closed with the proviso that the Committee provide Mr. Higgins with said response within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Higgins may appeal the substantive nature of the Committee's response within ninety (90) days. See 950 C.M.R. 32.08(1). Rebecca S.
