Roomey City of Salem - Legal Department 93 Washington Street Salem, MA 01970 Dear Ms. Roomey: I have received the petition of Zac Champigny appealing the response of the City of Salem (City) to a request for public records. G. L. c. 66 $ 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Champigny requested "minutes, whether in draft or final form, for the 25+/- meetings of this Committee that are not already accounted for on the town website page of agendas and minutes." In a separate request, Mr. Champigny also requested "copies of all documents or materials referenced or not in meeting minutes that were used at any of the meetings." Open Meeting Law Mr. Champigny requested Town Hall Building Committee meeting minutes and copies of documents of materials referenced or not in the said minutes on May 9,201 7 and May 25,20 17 respectively. On May 12,201 7 and June 13,201 7, the City provided responses to his request. Unsatisfied with the City's responses, Mr. Champigny appealed this office. The nature of Mr. Champigny's request and the responses that were provided to him raise issues that invoke the Open Meeting Law. An interpretation of the Open Meeting Law falls within the authority of the Office of the Attorney General and not this office. Consequently, I decline to opine on this matter at this time. See G. L. c. 30A, $23. It is recommended that the parties contact the Attorney General's Office if they seek a determination on this issue. Sincerelv. Rebecca S.
