City Solicitor City of Springfield Law Department 3 6 Court Street - Room 210 Springfield, MA O1 103 Dear Attorney Pikula: I have received the petition of Attorney Stephen Phillips appealing the nomesponse of City of Springfield Law Department (City) to a request for public records. G. L. c. 66, § 1O A; see also 950 C.M.R. 32.08(1). Specifically, in a letter dated August 3, 2017, Attorney Phillips references "a review of Emails received from City regarding" an identified individual and is requesting a "complete review ... for all documentation for the year 2015." Claiming to not yet have received a response to the request, Attorney Phillips petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that a representative from the City intends on providing Attorney Phillips with a response to his request. Accordingly, I will consider this administrative appeal closed with the proviso that the City provide Attorney Phillips with a response within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Attorney Phillips may appeal the substantive nature of the City's response within ninety days.
