Howey appealing the nonresponse of the Attleboro Fire Department (Department) to a request for public records. G. L. c. 66, § lOA; see also 950 C.M.R. 32.08(1). Specifically, S. Howey requested "all 911 calls, all EMS reports, all Calls for Service, all Fire Certificate of Inspections and all other documents in the file Pertaining" to an apartment.
