The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records December 6, 2017 SPR17/1642 Julie Ciollo, Esq. Assistant General Counsel Records Access Officer Massachusetts Bay Transportation Authority Ten Park Plaza, Suite 7760 Boston, MA 02116 Dear Attorney Ciollo: I have received the petition of Andrew Mcisaac appealing that the Massachusetts Bay Transportation Authority (Authority) requires the creation of an account to submit a public records request. In a conversation with a member of the Public Records Division staff, this office was notified that requests made via email, or made in person or by fax, are processed if the requester chooses not to use the system. 950 C.M.R. 32.06(c). In addition, the Authority issued a response to Mr. Mcisaac's request, dated November 29, 2017. I will now consider this administrative appeal closed. Mr. Mclsaac may appeal the substantive nature of the Authority's response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
