Assistant City Solicitor Lowell Law Department 375 Merrimack Street, 3rd Floor Lowell, MA 01852 Dear Attorney W ellock: I have received the petition of Arthur Grenier appealing the nonresponse of the City of Lowell's Law Department (City) to his requests for public records. G. L. c. 66, § 1O A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Grenier requested records concerning Lowell Police Department (Department) software, as well as an identified internal policy utilized by the Department relative to eyewitness identification. Claiming to not yet have received a response, Ms. Grenier petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that a representative from the City is working to generate responses aimed at addressing Mr. Grenier's respective appeals. Accordingly, the City is hereby ordered to provide responses to Mr. Grenier made in accordance with the Public Records Law, its Access Regulations and this order within ten business days. It is preferable to send electronic copies of these responses to this office at pre@sec.state.ma.us. Mr. Grenier may appeal the substantive nature of the City's responses within ninety days. See 950 C.M.R. 32.08(1 ).
