Quincy, City of - Public Schools 34 Coddington Street Quincy, MA 02169 Dear Attorney Mulvey: I have received the petition of Naj Keller appealing the response of the City of Quincy (City) to a request for public records. G. L. c. 66, 5 10A; see also 950 C.M.R. 32.08(1). Specifically, Ms. Keller requested "All historic and present electric and natural gas supply contracts within the period of 1998 to 201 8. Also contact information, including the title, address, telephone, and email for the individuals responsible for purchasing energy supply contracts." Having received no response, Ms. Keller petitioned this office. Under the Public Records Law and the Access Regulations (Regulations) all requests for public records must be met with a response within ten business days of receipt of the request. G. L. c. 66, 5 10(a)-(b). The response may contain, among other things, an offer to provide records, a fee estimate for provision of the records, or a denial. G. L. c. 66, 5 10(b). All records custodians must comply with both the Public Records Law and the Regulations with respect to the timeliness of response. Subsequent to the intervention by a member of the Public Records Division staff, it remains unclear whether a response was provided. Accordingly, the City is ordered to provide Ms. Keller with a response to the request, prepared in a manner consistent with this order, the Public Records Law and its Regulations.
