G. L. c. 66, 5 10A; see also 950 C.M.R. 32.08(1). Specifically, Ms. Reinert requested: "a copy of a contract between the City and a consultant regarding a review of 'cured-in-place' (CIPP) for use in potable water applications." On September 19,2018 , the City informed Ms. Reinert that it is withholding the contract under Exemption (d) of the Public Records Law. As a result, Ms. Reinert petitioned the Supervisor of Records (Supervisor), and this appeal was opened. On October 2,201 8, after this appeal was opened, the City provided Ms. Reinert with the responsive consultant's contract. The City's letter that accompanied the contract states, "[slince you made your request, the contact has been signed, and the signed contract is therefore now being provided to you."
