Department of State Police 470 Worcester Road Framingham, MA 01702 Dear Attorney Halpin: I have received the petition of Adam Bradley appealing the nonresponse of the Department of State Police (Department) to a request for public records. G. L. c. 66, § 1O A; see also 950 C.M.R. 32.08(1). Specifically, on October 1, 2018, Mr. Bradley requested "Criminalistics Unit (DOC) FB-Crim-D024-V.3.0-3 (procedure for determination of human alpha amylase)," "Criminalistics Unit (DOC) D303-V2.0 (report writing)," "Forensic Services Group FSG-D004-V04.0 (Lims Protocol and user manual)," "Forensic services group FSG D004-V0I.O (Lims protocol and user manual)," "Forensic services group FSG D014-V0I.O (B.E.A.S.T. Lims Evidence chain of custody edit instructions)," "Crime Scene Services (physical evidence collection at crime scenes manual)," "Crime Scene Services (Quality Manual)," "CCIU F037-V0I.O (Photographic instructions for buccal sample collection)," and "Trace/Arson and Explosives Trae-D302-V06.0 (Technical and administrative review policy." As of the date of this letter, it is my understanding that the Department has not provided Mr. Bradley a response to his request. Order Accordingly, the Department is ordered to provide Mr. Bradley with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations without delay.
