Murray Supervisor ofR ecords November 15, 2018 SPRlS/1658 Michael Halpin, Primary RAO Massachusetts State Police 470 Worcester Road Framingham, MA 01702 Dear Attorney Halpin: I have received the petition ofMikhael El-Bayeh appealing the non-response of the Department of State Police (Department) to a request for public records. G. L. c. 66, § 1O A; see also 950 C.M.R. 32.08(1). Specifically, on October 26, 2018, Mr. El-Bayeh requested various records, including copies of "CMVI citations" issued by named Troopers, training materials and field guides related to "speed enforcement operations", and internal affairs records for a named Trooper. Claiming to have not yet received a response, Mr. El-Bayeh petitioned this office and SPRl 8/165 8 was opened as a result. Subsequent to the intervention by a member of the Public Records Division, this office was notified that the Department responded to Mr. El-Bayeh's request on November 8, 2018. Whereas this matter was opened based upon the Department's failure to provide a written response,. I will now consider this administrative appeal closed. Mr. El-Bayeh may appeal the substantive nature of the Department's response within ninety days. See 950 C.M.R. 32.08(1).
