Box 43 Norfolk, MA 02056 Dear Ms. Jolicoeur: I have received the petition of Bodhisattva Skandha appealing the nonresponse of the Department of Correction MCI-Norfolk (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Skandha requested last name, first name, and position "of all Department of Correction employees who work at MCI-Norfolk." Claiming to not yet have received a response, Mr. Skandha petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that the proper agent for handling public record requests never saw the inquiry. Nonetheless, after the Department was made aware of this appeal, a representative within the Department noted their willingness to provide a response. Said response shall be made in accordance with the Public Records Law, its Access Regulations and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Skandha may appeal the substantive nature of the Department's response within ninety days.
