Thomson, I have received the petition of Douglas Moser of NBC] 0 Boston appealing the nomesponse of the Norwood Public Schools (School). Specifically on March 27, 2018; Mr. Moser requested various categories of records concerning "relaxation, calm down, or time-out rooms." Under the Public Records Law and the Access Regulations (Regulations) all requests for public records must be met with a response within ten business days of receipt of the request. G. L. c. 66, § 1O (a)-(b ). The response may contain, among other things, an offer to provide records, a fee estimate for provision of the records, or a denial. G. L. c. 66, § lO(b ). All records custodians must comply with both the Public Records Law and the Regulations with respect to the timeliness of response. In an email dated February 25, 2019, Mr. Moser notified this office that a response to his request for records was provided. Whereas this matter was opened based upon the School's failure to provide a written response, I will now consider this administrative appeal closed. Mr. Moser may appeal the substantive nature of the School's response within 90 days. See 950 C.M.R. 32.08(1).
