Ortiz appealing the response of the City of Lowell (City) to a request for public records. G. L. c. 66, § lOA; see also 950 C.M.R. 32.08(1). Specifically, Ms. Ortiz requested "[u]pdated: DPW School Dude Report regarding requested repairs for ALL Lowell Public Schools from October 19, 2018-Present day date of January 29, 2019 and/or up to the date you furnish these public records Note: All Lowell Public Schools and also public records in the [e]lectronic [f]ormat ofExcel/CSV." The City provided Ms. Ortiz with a computer disc containing the responsive School Dude Report from October 19, 2018 to February 8, 2019 (the date the report was run) in Adobe Acrobat (pdf) format. After not receiving the record in her preferred format, Ms. Ortiz petitioned the Supervisor of Records (Supervisor), and this appeal was opened. Under the Public Records Law, "[t]he records access officer shall, to the extent feasible, provide the public record in the requestor's preferred format or in the absence of a preferred format, in a searchable, machine readable format." See G. L. c. 66, § 6A(d ). In a February 20th email, Ms. Ortiz informed this office that the City provided her with the record in her preferred format of Excel/CSV.
