Box 807 Middleton, MA 01949-2807 Dear Attorney Sullivan: I have received the petition of Matthew Rocheleau of The Boston Globe appealing the response of the Essex County Sheriffs Department (Depatiment) to a request for public records. G. L. c. 66, § lOA; see also 950 C.M.R. 32.08(1). SPR19/1248 Page 2 July 3, 2019 • Stingrays, cell site simulators, IMSI catchers and/or other cell phone surveillance equipment • Any/all contracts, MOUs, MOAs, and/or other agreements identifying agencies/entities that can purchase/access data, which the agency owns and/or has access to, about personal prope1iy and/or specific individuals, other than those who work for that the agency; • Any/all contracts, MOUs, MOAs, and/or other agreements identifying agencies/entities that submit/sell data to, or share data with, the agency about personal property and/or specific individuals, other than those who work for that the agency; and • Any/all reports of suspected and/or actual data breaches." On July 2, 2019, Mr. Rocheleau emailed the Public Records Division, stating, "I would like to withdraw this appeal for now in the interest of trying to settle the issue outside of the appeals process, but reserve the right to appeal on this matter in the future without prejudice."
