Murray Supervisor of Records August 1, 2019 SPR19/1427 Lisa Rooney Massachusetts Educational Financing Authority 60 State Street, Suite 900 Boston, MA 02109 Dear Ms. Rooney: I have received the petition of Efaf Mansouri appealing the nonresponse of the Massachusetts Educational Financing Authority (Authority) to a request for public records. G. L. c. 66, § LOA; see also 950 C.M.R. 32.08(1). Specifically, Mr. Mansouri requested 4 categories of records related to student loans and an identified company. Under the Public Records Law and the Access Regulations (Regulations) all requests for public records must be met with a response within 10 business days of receipt of the request. G. L. c. 66, § 10(a)-(b). The response may contain, among other things, an offer to provide records, a fee estimate for provision of the records, or a denial. G. L. c. 66, § 10(b). All records custodians must comply with both the Public Records Law and the Regulations with respect to the timeliness of response. Subsequent to the intervention by a member of the Public Records Division, I learned that the Authority intends to provide Mr. Mansouri a response to his request. Accordingly, the Authority is ordered to provide said response in a manner consistent with this order, the Public Records Law, and its Regulations without delay. Mr. Mansouri may appeal the substantive nature of the Authority’s response within 90 days. See 950 C.M.R. 32.08(1). Sincerely, Ralreea Munray— Rebecca S.
