This office is statutorily charged with determining the public records status of government records. It is not a warehouse for all government records; therefore, this office does not have custody of any records responsive to your request. This office is the custodian of records solely related to the operation of the Public Records Division. Each governmental entity in the Commonwealth of Massachusetts (Commonwealth) retains control of its own records. Accordingly, you must direct your request to the governmental entity that created or received the records you seek, in this instance the Massachusetts department of transportation in regards to RMV requests, and the Chicopee Police Department or Mass. Department of Corrections for any police records. The web site listing all of the governmental entities for the Commonwealth is www.mass.gov/, The Citizen’s Guide to State Services (Guide), published by another division of the Office of the Secretary of the Commonwealth, is a good reference source when trying to determine which governmental entity is responsible for a certain subject matter.
