G. L. c. 66, § lOA; see also 950 C.M.R. 32.08(1). Specifically, Mr. Duarte requested a plan for the administration and management of the Massachusetts Treatment Center. Claiming to not yet have received responsive records, Mr. Duaiie petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that the Department responded to Mr. Duarte's request with a response sent on August 12, 2019 with a fee estimate for responsive records totaling $22.55 (451 pages at 5 cents per page). As such, I will now consider this administrative appeal closed. Mr. Duarte may appeal the substantive nature of the Depaiiment's fee estimate within ninety (90) days. See 950 C.M.R. 32.08(1).
