Murray S11pe1visor of Records September 23, 2019 SPR19/1827 Kate Silvia Director of Communications Massachusetts Department of Con-ection MCI-Norfolk 50 Maple Street Milford, MA 01757 Dear Ms. Silva: I have received the petition of John Rousseau appealing the response of the Department of Correction - MCI Norfolk (Department) to a request for public records. G. L. c. 66, § 1O A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Rousseau requested records pertaining to "a rule change here at MCI Norfolk that limits someone to only being able to see 1 person at access hour." The Department responded with "[a] copy of a memo stating that all inmates will have the opportunity to see on staff member per day during Access Hour." Unsatisfied with the Department's response, Mr. Rousseau petitioned this office and SPR19/1827 was opened as a result. Mr. Rousseau is appealing the Department's Steven Silva's response for three reasons: "l. His reply was not even what was sought [c ommunication from him to Carol Mici ... ; 2. The petition was sent to Kate Silva ... and not Mr. Silva.; 3. Mr. Silva's reply was not made in the proper fo1111 and fo1111at and like his others, lack appeal information and contact info1111ation." It is unclear whether the Department has additional records responsive to this request.
