Scott Greenfield City Clerk City of Greenfield 14 Court Square Greenfield, MA 01301 Dear Ms. Scott: I have received the petition of Timothy Morse appealing the response of the City of Greenfield (City) to a request for public records. G. L. c. 66, § 1O A; see also 950 C.M.R. 32.08(1 ). Specifically, Mr. Morse requested records relating to a tax record. Claiming to not yet have received all responsive records, Mr. Morse petitioned this office and this administrative appeal was opened as a result. Previous Appeals This request was the subject of a previous appeal. See SPRl 9/1834 Determination of the Supervisor of Records (September 23, 2019). In my September 23rd determination, the appeal was dosed after the City responded to Mr. Morse's request with a response sent on September 18, 2019 that included the responsive record. Mr. Morse appealed this response and SPR19/1963 was opened as a result. Current appeal In his September 24, 2019, appeal Mr. Morse claims "[t]he only records produced by the ..... Town in this matter were for the period of FY 2013 to date and are contained in a pdf file which I could not print out." On October 2, 2019, Mr. Morse sent a follow-up email in regard to his September 24th appeal indicating "I forwarded a copy of the appeal via email to the Town Clerk, Town of Greenfield, the same day. I have not received a reply from the Town or any of the records I requested ... " Mr. Morse claims "the Town provided name and address change information but did not produce the actual computer records depicting those changes." Scott SPR19/1963 Page 2 October 8, 2019 Further, in his October 2nd email, Mr. Morse claims the "Town did not produce the Ruth Morse vault records for the period of FY 2011 and FY 2012 despite my advance payment of $18.10 and a 12-day time extension from 09/06/19 to 09/12/19 to complete the 1 hour task. The Town did not mail a copy of the vault records to me despite being requested to do so on September 04, 2019." Conclusion Subsequent to the intervention by a staff member of the Public Records Division, I learned that the City provided a supplemental response to Mr. Morse's request on October 8, 2019 that included the responsive record. In light of the City's response, I will now consider this administrative appeal closed. Mr. Morse may appeal the substantive nature of the City's response within ninety days. See 950 C.M.R. 32.08(1).
