Dear Ms. Crispo:

I have received the petition of Stevan Johnson appealing the nonresponse of the City of Quincy (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.MLR. 32.08(1), Specifically on October 15, 2019 Mr. Johnson requested, “any records in the possession, custody, or control your City or Town relative to the newspaper publication of (i) ordinances or bylaws and/or (ii) rules and orders, for the regulation of carriages and vehicles used therein for the conveyance of persons from place to place for hire.”

As of the date of this letter, it is my understanding that the City has not provided Mr. Johnson a response to his request for records.

Order

Accordingly, the City is ordered to provide Mr. Johnson with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations without delay. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us.
