Reen Town of Chelmsford Office of the Chief Assessor 50 Billerica Road Chelmsford, MA 02148 Dear Mr. Reen: I have received the petition of Stanley Mazurczyk appealing the nonresponse of the Town of Chelmsford-Office of the Chief Assessor (Town) to a request for public records. G. L. c. 66, § lOA; see also 950 C.M.R. 32.08(1). Specifically, on October 28, 2019, Mr. Mazurczyk requested a copy of documents that define the adjustments made in a spreadsheet Mr. Reen submitted to the Massachusetts Appellate Tax Board on February 19, 2019. Claiming to not yet have received a response, Mr. Mazurczyk petitioned this office and this appeal was opened as a result. In a lette;r dated November 21, 2019, Mr. Reen states, "[a ]s I indicated at the time, I am not in possession of records that define the adjustments made in the appraisal. They are based on experience and institutional knowledge." Based on Mr. Mazurczyk's appeal, it is unclear whether responsive records exist. The Town must clarify this matter. Conclusion Accordingly, the Town is ordered to provide Mr. Mazurczyk with a response provided in a manner consistent with this order, the Public Records Law, and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us.
