The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records March 26, 2020 SPR20/0535 Peter Dillon Richmond School District 1831 State Road Richmond, MA 01254 Dear Mr. Dillon: I have received the petition of Craig Swinson appealing the nonresponse of the Richmond School District (District) to his request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Swinson requested documents pertaining to school officials dates of appointment and their respective certifications for ethics, conflict of interest and open meeting law. Claiming to not yet have received a response, Mr. Swinson petitioned this office and this appeal was opened as a result. Despite being notified of the opening of this appeal and communication from a staff member of the Public Records Division, it remains unclear whether the District has provided a response. As such, the District is ordered to provide Mr. Swinson with a written response. Said response shall be made in accordance with the Public Records Law, its Access Regulations and this order as soon as practicable. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Swinson may appeal the substantive nature of the District’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
