Cohen Town Manager Town of Chelmsford 50 Billerica Road Chelmsford, MA 01824 Dear Mr. Cohen: I have received the petition of Patrick Maloney appealing the nonresponse of the Town of Chelmsford (Town) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Maloney requested “copies of the draft minutes for all executive sessions held by the Board of Selectmen since January 2020 relating to [s]trategies with respect to negotiations with the Town Manager and Town Manager Contract negotiations.” Claiming to not yet have received a response, he petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that the Town responded to Mr. Maloney’s request. Whereas the basis of this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed. The requestor may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
