McDonnell: I have received the petitions of MuckRock News appealing the response of the Quincy Police Department (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on April 30, 2020, MuckRock News requested “information relating to internal affairs complaints against Quincy Police Department officers between January 1, 2010- April 30, 2020 including but not limited to… [nine identified categories].” Unsatisfied with the Department’s response, MuckRock News petitioned this office and SPR20/0839 was opened as a result, Based upon a conversation between a Public Records Division staff attorney and the Department, it is my understanding that the Department intends on providing a subsequent response to MuckRock News to address the concerns raised in the appeal. Accordingly, the Office is ordered to provide MuckRock News with a response to its request in a manner consistent with the Public Records Law and its Access Regulations as soon as is practicable. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. MuckRock News may appeal the substantive nature of the Department's response within ninety days.
