The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records July 8, 2020 SPR20/1005 Shawn A. Williams, Esq. Records Access Officer City of Boston One City Hall Square Boston, MA 02201 Dear Attorney Williams: I have received the petition of Yisbert Lara appealing the nonresponse of the City of Boston (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on May 21, 2020, Yisbert Lara requested “a copy of the table of contents for the entire City of Boston’s office’s procedures, protocols, rules, and regulations that were effective in 2003.” Claiming to not yet have received responsive records, Yisbert Lara petitioned this office and this appeal, SPR20/1005, was opened as a result. In its July 7, 2020 response to this Office, the City states that it is unclear as to what specific records are being requested. It is unclear if the City is in possession of the requested records Yisbert Lara is seeking. The City must clarify this matter. Accordingly, I will consider this administrative appeal closed ordering the City provide Yisbert Lara a response as soon as is practicable. I encourage the City and the Requestor to communicate further to assist the City in producing the records efficiently and affordably. Yisbert Lara may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
