Director of Policy and Legal Counsel Office of the Child Advocate One Ashburton Place Boston, MA 02108 Dear Attorney Goldman: I have received the petition of Corey Spaulding appealing the response of the Office of the Child Advocate (OCA) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on June 2, 2020, Ms. Spaulding requested: “….any and all manual; policies; standards that the OCA follows when receiving a request for assistance from a family/parent/child.” On June 25, 2020, the OCA provided Ms. Spaulding with records responsive to her request in a redacted format under Exemption (b) of the Public Records Law. As a result, Ms. Spaulding petitioned the Supervisor of Records (Supervisor), and this appeal was opened. In her petition, Ms. Spaulding indicates, “I am requesting an appeal for unredacted information public/parents/child have a right to know why a complaint by [the OCA of] the disabled was not investigated.” It is my understanding that subsequent to the opening of this appeal, the OCA provided Ms. Spaulding with a response on July 7, 2020. Conclusion Accordingly, given that the OCA provided Ms. Spaulding with a further response addressing issues raised in the appeal, I will consider this administrative appeal closed. Ms. Spaulding may appeal the substantive nature of the July 7th response within ninety (90) calendar days of the date of the response. See 950 C.M.R. 32.08(1)(d).
