The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records July 6, 2020 SPR20/1049 Stuart Beckley Town Manager Town of Ware 126 Main Street Ware, MA 01802 Dear Mr. Beckley: I have received the petition of Kathleen Coulombe appealing the nonresponse of the Town of Ware (Town) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on May 22, 2020, Ms. Coulombe requested “[t]he Town’s Submitted (dated) appointment forms and Documentation (dated) from Civil Service indicating Civil Service approval of the appointments of: 1. Edward Wlochas Provisional Fire Chief; 2. Christopher Gagnon as Provisional Deputy Fire Chief; 3. Christopher Gagnon as Deputy Fire Chief; 4. Jason Martinez as Provisional Fire Chief.” Claiming to not yet have received a response, Ms. Coulombe petitioned this office and this appeal was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that the Town provided Ms. Coulombe a response to her request on July 2, 2020. Whereas the basis of this appeal was opened as a result of the Town’s lack of response to Ms. Coulombe’s request, I will now consider this administrative appeal closed. Ms. Coulombe may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
